Lankford et al (2011) state that many challenges will come along with the arrival of 21st century in the leisure service sector. The demand on outdoor recreation areas of every kind has been increasing faster than the supply of lands and facilities could accommodate. The condition where budget is inadequate and the land acquisition could not feasibly support the demand or perceived needs of the society, make the challenges look more complex to be handled. Thurow (1996), Luthans (2005) and Godbey (2006) note that a new paradigm of management in leisure area shows that multifunctional leisure organizations are more flexible, agile, fluid and participant oriented. As quoted from Edginton (1998, p.5), “Key concepts that emerge for managing recreation, parks and leisure service organizations in the 21st century include the ability to be visionary, to be agile, to build collaborative partnerships, to promote independent learning and growth, and to create structures that liberate individuals from top down, hierarchical, bureaucratic structures. Management structures of the next century will create opportunities leading to more vibrant, relevant, and meaningful leisure experiences.”

By means of this paper the authors make an attempt to develop a concept for an existing multifunctional leisure organization project at the example of Park 21, Netherlands, which to relate the unique, valuable and meaningful experience to the potential visitors. By the concept developed, this study tries to identify a model of a management strategy, applicable in this complex demanding leisure environment. This present study has the objective to gain insight and promote complex adaptive system strategic management through the concept that will be developed for recreation, park, and leisure service organization (in case of Park 21). The theoretical framework used for the current study is Social Construction, considered as the process of transformation for both the researcher and the research participants (Mc Namee, 2010). The population of the research is stakeholders of Park 21, whereby the research includes stakeholders from internal and external environment of the organization. The Methodology used for this research includes desk research, semi-structured interviews and collaborative sessions for the data collection; in addition, the data collected has been analyzed by means of the thematic analysis method as part of the data analysis.
